نحن العراقيين عقدنا العزم على أن نغذَّ السير في طريق التنمية المستدامة، بما نمتلكه من إرثٍ حضاري وفكري وثقافي وامتدادٍ رسالي، نغرس حبَّ الوطن في أعماقنا، لنحيا بسلام وأمن وأمان ونعيش بكرامة؛ فنتشارك في بناء دولة مؤسسات مدنية تقوم على العدالة الاجتماعية وحكم القانون وفرض النظام على الجميع من دون تمييز، لا نستثني أحدا بالحقِّ في التنمية والتطوّر والازدهار.
